NWT Legislative Assembly Commissioner recommends fine and reprimand for Great Slave MLA after Code of Conduct breaches

After an investigation launched against the MLA for Great Slave, Katrina Nokleby the Northwest Territories Legislative Assembly Integrity Commissioner, Mr. David Phillip Jones, K.C., has recommended a reprimand and fine be imposed. 

On August 26, 2023, the Commissioner received two written complaints that MLA for Great Slave Ms. Katrina Nokleby had “improperly returned to and remained in Yellowknife” after it was ordered to be evacuated, breaching the Members’ Code of Conduct. 

As a result, an investigation was launched into the matter and the recommendation to reprimand and fine the MLA $7,500 was shared with the Legislative Assembly.

Despite the $7,500 fine recommendation, the Commissioner opted to reduce the price tag by $3,500 due to a charitable contribution made by MLA Nokleby, bringing the fine down to $4,000.

The Integrity Commissioner is mandated to compile a report outlining the details of his investigation and present his findings to the Clerk of the Legislative Assembly, MLA’s, and the public upon completion. 

“Because the Legislative Assembly is very near its end, it may not be able to deal with my report and recommendation before it is dissolved,” the Commissioner says. 

Additionally, due to the upcoming election, if MLA Nokleby is re-elected, the Commissioner’s recommendation will still apply and the matter will be passed on to the next legislative assembly. If Nokleby is not re-elected, only the fine will apply as a reprimand is not available for former members.
