Changes in GNWT’s minister duties and leadership announced

N.W.T. Premier R.J. Simpson’s office just announced that shifts in minister duties and leadership for the territories are underway. 

The changes, which are “effective immediately,” involve minister portfolio assignments and senior leadership within GNWT. 

Premier Simpson said now that the current GNWT is one year in, it’s time to “take stock” and “make adjustments.” 

“Northerners expect a government that gets things done, and that’s what we’re focused on. By making these changes, we’re improving how we work together, ensuring each file gets the attention it deserves, supporting strong leadership across departments, and making space to move key projects forward,” said Premier Simpson.  

The premier’s office announced that Minister Jay Macdonald moved into the role of Minister of Justice and Government House Leader but will continue as Minister of Environment and Climate Change. 

Minister Vince McKay has taken on the role of Minister of Infrastructure, in addition to his roles as Minister of Municipal and Community Affairs, Minister Responsible for the Workers’ Safety and Compensation Commission, and Minister Responsible for the Public Utilities Board. 

Minister Lucy Kuptana will continue her role as Minister Responsible for Housing Northwest Territories. Minister Kuptana will now oversee the NWT Homelessness Strategy, as the strategy has been moved to fall under the Housing NWT portfolio.

“This change is part of ongoing efforts to strengthen coordination and support around homelessness and housing needs,” the premier’s office said in their statement.  

Minister Kuptana is also continuing to serve as the Minister Responsible for the Status of Women. 

Minister Caroline Wawzonek is continuing as Minister of Finance and Minister Responsible for the Northwest Territories Power Corporation along with her role as Deputy Premier. Minister Wawzonek has also taken on the newly created role of the Minister Responsible for Strategic Infrastructure, Energy and Supply Chains.  

 “This newly created role will provide focused political leadership for major, nation-building projects such as the Mackenzie Valley Highway, Slave Geological Province Corridor, and Taltson Hydroelectric Expansion. These initiatives are critical to advancing economic growth, energy security, climate resilience, and Arctic sovereignty,” said the premier’s office. 

 As part of the expanding directive, Gaeleen MacPherson will take on the role of Associate Deputy Minister, Strategic Infrastructure, Energy and Supply Chains, Department of Infrastructure on April 1.  

“Gaeleen brings over 20 years of experience in the mining industry, including senior roles at Diavik Diamond Mine, Dominion Diamond Mines, and De Beers Canada,” said the premier’s office. 

MacPherson’s background in supply chain development, infrastructure delivery, and Indigenous partnerships was cited as “essential” to related project developments.

Former Minister Steve Loutitt has retired following five years as Deputy Minister of Infrastructure and over 35 years of service with the GNWT.  

Cathy Maniego has been appointed Deputy Minister of Infrastructure in his place. Maniego has almost 25 years of experience in Alberta’s public service, including senior leadership roles in Infrastructure, Municipal Affairs, Environment, and Transportation.  

“(Maniego) has led major work on flood mitigation infrastructure, procurement modernization, and strengthening municipal capacity to deliver services and respond to local challenges,” said the premier’s office. 

Nichelle Roberts, who is the press secretary to Premier R.J. Simpson, told True North FM that the changes are meant to spark “renewed energy and focus” to deliver the priorities of the Legislative Assembly. 

 “At a time of renewed national interest in the North, this alignment ensures that the GNWT is not only responding to challenges but actively shaping solutions that will drive economic growth, energy security, and sustainable development,” said Roberts. 

Roberts explained that with the NWT Homelessness Strategy now under Housing NWT, this makes for a “more coordinated approach” to address homelessness and improve housing supports “across the entire housing continuum.”  

“By uniting these responsibilities under one portfolio, the GNWT can enhance collaboration, improve access to services, and provide long-term housing solutions. Minister Kuptana’s leadership will ensure that homelessness is addressed with urgency and compassion, with a focus on both immediate supports and permanent housing options,” said Roberts. 

“Homelessness and housing challenges are pressing issues across the country, and the GNWT is committed to working with federal partners to secure the resources and programs needed to build more homes for Northerners and create safe, stable housing for all,” added Roberts. 

Roberts explained that the newly created role of Minister Responsible for Strategic Infrastructure, Energy and Supply Chains will allow Minister Wawzonek to dedicate her focus on leading critical infrastructure, energy, and supply chain projects.  

“By having a clear point of leadership for strategic infrastructure, energy, and supply chains, the GNWT can ensure greater coordination, responsiveness, and momentum as we advance these priorities. Minister McKay’s continued leadership on infrastructure will also be essential to strengthen the territory’s infrastructure systems and support the safety, wellbeing, and growth of NWT communities,” said Roberts.
